COMPLIANCE CERTIFICATE NORMS OF TAMILNADU FIRE AND RESCUE SERVICES DEPARTMENT FOR OBTAINING POWER SUPPLY, WATER & SEWER CONNECTIONS.

As per the High Court Order for issuance of Compliance Certificate, Norms have been approved by the Monitoring Committee in its meeting held on 07.03.2007, 13.04.2007, 03.05.2007, 08.06.2007, 22.06.2007, 27.07.2007 & 08.08.2007 for the following Departments such as DF&RS, Corporation of Chennai, Police Dept., (Traffic) & CMDA.

Decision taken by the Monitoring Committee in the meeting held on
07.03.2007 & 13.04.2007.

Sprinkler system The provision and installation of complete arrangement of sprinkler system in the case of highrise building neednot be insisted upon at the stage of issuing Compliance Certificate. This can be insisted upon at the lincensing stage. It is sufficient to make provision for installation of sprinkler system, at the stage of issuing Compliance Certificate.

Flooding system Flooding system of suitable type such as CO2 or Hallen alternative gases covering Server room, UPS etc.

Detector system MCP in addition to automatic detection & alarm systems covering all floors

Means of Escape (Exits & Travel Distance) Minimum of two staircases if floor area exits 500 sq.m. with a travel distance of not exceeding 30m. One of the staircases should be a Fire Tower with pressurisation system. In case of basements minimum of two ramps should be provided if the area exceeds 500 sq.m. & is used for car parking. If it is used for other purposes the number of exits should be calculated on the bais of travel distance of 30m.

Smoke Vent system Manual of Automatic vent system including utilisation A/c. return air system. Smoke vent system should be specially separately covered for basements.

First-Air Fire Extinguishers As per IS 2190 (1992) to be covered at floors

Public Address system All High rise buildings covering all floors including basements, toilets etc.

Emergency lightings & Exit signs To be provided with independent power supply (without cable dependent)

Refuge area One refuge area immediately after the 24m. & on every additional of 15m. Height (except for residential buildings)

Fire lift One fire lift is insisted upon per 1200 sq.m. floor area, in any floor and not the total floor area of the building. Thus, the fire lifts are to be insisted as per approved plan.

Trained Fire team The availability of trained and qualified fire officers can be insisted upon at the licensing stage. This provision need not be insisted upon at the satage of issuing Compliance Certificate by DF&RS.

Fire order To be prepared and Mock drill to be practiced in consultation with Fire Service Department
