NORMS FOR ISSUE OF COMPLETION CERTIFICATE BY CMDA FOR OBTAINING POWER SUPPLY, WATER & SEWER CONNECTIONS

1 Dimension of the building The increase in the dimension of the building shall not exceed 0.30 m. in length and 0.30 m. in width. The increase in the dimension of the building shall not exceed 0.30 m. in length and 0.30 m. in width.
2 Set Backs / Distance Between Blocks. 0.30 m. reduction in set backs is allowed on all sides. The reduction of 0.30 m. in the set back space is permissible on all sides, subject to availability of minimum 6.70 m., for the buildings of within 30 m. height. With increase in height above 30 mts. corresponding increase in set back to be insisted.
3 FSI Tolerance
Limit

4 Architectural projection & service ducts a) Upto 1.0 m. service ducts are permissible here and there and not to the entire width and length of the building.

b) Architectural projection at terrace floor can be permitted continuously upto 1.2m. in width subject to availability of minimum clear set back space of 2.0m. from the property boundary / street alignment.

c) In case of buildings wherein approval has been given with 1.50m. RSB only upto 0.60m. architectural projection can be permitted subject to availability of clear 0.90m. RSB as presently allowed as per DCR.

d) Architectural projection at other floors can be permitted only upto 0.60m. in width where it is a continuous projection and upto 1.0m. in width where it is discontinuous.

Service ducts upto 1.0m. here and there and not to the entire width and length of the building and Architectural projection upto 0.60m. in width where it is continuous and upto 1.0m. where it is dis-continuous are permissible, subject to availability of minimum clear set back of 6.70 m. where required set back is 7.0m. and minimum clear set back of 7.70m. where required set back is 8.0m. and minimum set back of 8.70m. where required set back is 9.0m.and so on

8 Stilt Height: Up to 2.4 m., below the beam bottom and upto 2.60 m. below the roof slab bottom are permissible provided stilt parking area should be used for parking. 22 Meter room Meter box / electrical panel permissible along the boundary or external walls without affecting parking and driveway subject to the safety measurements stipulated by TNEB. Projection shall not exceed 0.60m. from the abutting walls. 25 Location of transformer in the set back. Open transformer yard is permissible in the set back space with a minimum driveway of 2.5 m. along the transformer from the kerb to the main building provided full driveway width should be insisted upon in the other set back areas as per the approved plan. 42 Balcony / Service verandahs Non-continuous balcony projections with or without planter boxes including service verandahs attached to the kitchens may be permitted to a maximum width of 1.2m. in the set back space subject to availability of clear 2.0m. space from the edge of the projections and the property boundary / street alignment. However, in cases of special buildings approved with minimum RSB of 1.5m. these projections shall not exceed 1.0m. as allowed as per DCR in force. Not permissible.

The applicant at the time of applying for Completion Certificate in the prescribed format, shall furnish as on site built drawings showing all the structures and shall give an undertaking attested by a Notary Public that the building has been completed in all respects with other incidental structures as shown in the plan in set back spaces, basement floor, stilt floor, ground floor & all floors and terrace.

For additional area including Non-FSI area constructed over the approval if any, Development Charges will be collected.

To work out the total FSI area, the FSI calculated at the time of approval as per Back File records and additional FSI area constructed as on site will be added.

For Spl.Buildings CMDA will issue Completion Certificate for obtaining Power Supply, Water & Sewer Connections based on the above Completion Certificate norms and based on the Compliance Certificate received from the Corporation of Chennai / Local Body / Construction Wing, CMDA.

For Multi Storeyed buildings, CMDA will issue Completion Certificate for obtaining Power Supply, Water & Sewer connections based on the above Completion Certificate norms and based on the Compliance Certificates received from the Corporation of Chennai / Local Body / Construction Wing, CMDA, DF&RS, Traffic Police, National Airport Authority & Other Departments depending on the nature of development such as ELCOT for IT building, TNPCB for Hospital, Hotel, Kalyanamandapam etc.

For Public Buildings, CMDA will issue Completion Certificate for obtaining Power Supply, Water & Sewer connections based on the Compliance Certificates received from the Corporation of Chennai / Local Body / Construction Wing, CMDA, DF&RS, TNPCB & Revenue Department. Compliance Certificate from DF&RS can be insisted only for Public Multi Storeyed Buildings and not for Public Special Buildings.

Completion Certificate for Service Connections can be given for individual blocks in a Group Development.

TNEB & CMWSSB should accept applications for service connections well in advance without insisting on completion. This is recommended with a view to avoid delay due to the time taken to process applications. But service connections shall be given only after obtaining Completion Certificate for Special, Public and Multi-storeyed buildings.
