Proceedings of the Consultation held
on 31-07-2007 under the Chairmanship of Vice Chairman, CMDA at
Comfort Inn Marina Towers, Chennai – 8 .
1. At the outset Member-Secretary welcomed all
and invited suggestions from the Builders.
2. A power point presentation explaining the
salient features of Draft Master Plan-II was given. After the
presentation the Vice Chairman, CMDA initiated the discussions.
3. The following are the suggestions made in
the meeting:-
(a) Builders Association of India
1. The current norms for FSI may not be
changed. Any addition in FSI will have adverse impact on the
infrastructure facilities in CMA.
2. Since designated IT Corridor has been
proposed, the IT industries may not be permitted in the Chennai
City since it will strain the existing infrastructure.
3. The DCR should be made friendly towards
provision of accommodations for common men.
4. A video clipping on ‘U’ turning the cars of
various types was shown. Since the vehicles can easily be
maneuvered for ‘U’ turning in 24 feet wide roads, the turning
radius of 4.5m may not be insisted.
(b) Thiru R.Kumar, Navin Housing &
Properties Pvt. Ltd.
1. He requested to revise the norms ‘for
dwelling units as one car space for 75 sq.m. of floor area or part
there of excluding the first 75 sq.m., as found in the present DCR.
2. The aisle width of 6 metre is too high above
60 degree and for perpendicular parking contending that aisle
width definition can be used only when parking stalls are arranged
on either side of the aisle and not for driveway with parking on
one side.
3. A maximum gradient of 1 in 8 is insisted for
ramps inside the premises. A slope of 1 in 5 is permitted even in
hilly roads and he requested to propose a gradient of 1 in 5 for
ramp in Draft MP-II.
4. As far as sectoral programmes and action
plan proposed sector wise is concerned, he requested that consent
of the sectoral agencies may be obtained.
5. The Institutional arrangements for
coordination to implement the recommendations of the Master Plan
included.
6. The organization chart of CMDA and their
responsibilities may be included.
7. Policy intervention for the growth
of vehicles may be included
8. The time limit for the issuance of PP may be
proposed.
9. At present the IT industries are permitted
to maintain the OSR by themselves and requested to extend the same
benefit for the residents associations.
(c) Thiru Mani Sankar, Tamil Nadu State
Federation
1. Special buildings may be
permitted on a 30’ road
2. The dwelling units should not be a criteria
to define the Special buildings
3. A higher FSI of 1.75 may be given for
ordinary & special buildings.
(d) Thiru Chandrasekar,
Representative from Singara Chennai Builders Association
1. Even though the ordinary buildings have been
defined as one with 6 dwelling units in the proposed draft MP II,
in a 90 sq.mt plot 6 dwelling units cannot be achieved. He
requested to permit the special buildings irrespective of the road
width.
2. In all the buildings it should be mandatory
that GF should be left for multi purposes.
(e) Thiru Prakash Chella, Representative
Fairpro
1. The reserved open spaces in large scale
developments should be handed over to the builders or Resident
Association for maintenance as park / play ground.
2. For Planning Permission single window
clearance system may be introduced.
3. There is no need to increase the FSI. But
buildings with higher height may be allowed with lesser coverage,
which will facilitate better Rain Water Harvesting.
4. Proposing commercial use for the properties
abutting 40’ road will create chaos.
5. For issuance of planning permission time
limit may be prescribed.
(f) Thiru A.N.Sathyamoorthy
1. No IT development should be permitted in
the Chennai City and they should be diverted to the IT corridor.
(g) Thiru Anbuselvan, Licensed Surveyors
1. To reduce the pollution non fuel
vehicles such as cycles should be given importance.
2. The development strategy should be
oriented towards dispersal policy.
3. At present there is no coordination in
digging of the roads. A Mechanism should be evolved to avoid the
digging of the roads again and again by different agencies.
4. The road network map for CMA may be
digitized and loaded on to the website.
(h) Thiru Ganesh
1. In Hyderabad & Delhi, even on a 16’ road a
FSI of 3 is allowed. The DR under draft MP II is not favouring
small builders.
(i) Thiru Kumar, North Chennai, Flat Promoters
Association
1. The Hydrogeology and geological
structure details may be included the draft MP II.
2. In cases of the roads proposed for widening,
permissibility of buildings should be based on the proposed
widening.
3. Common multi level parking spaces should be
created in the congested areas.
4. OSR fund should be used for development of
parks.
5. In the concluding remarks, VC, CMDA said
that the representative of the various Builders Associations have
given many suggestions on the draft Development Regulations
proposed under draft MP II. CMDA had already conducted several
public consultation meet with the public who have also given a
number of suggestions. It has been proposed to form committees to
examine and make suitable recommendations on the objections and
suggestions received. The objections / suggestions given in this
meeting will also be placed before the Committee for its suitable
recommendations. As regards handing over of Open Spaces Reserved
areas taken over by CMDA, it has already been written to Chennai
Corporation to take over these lands. It will be handed over to
Chennai Corporation immediately after CMDA receives response for
the same from Chennai Corporation. Delegation of powers to Chennai
Corporation for issuance of Planning Permission for all type of
buildings is a major issue for which policy decision can only be
taken by the Government. He thanked the builders representatives
for giving their suggestions.
