He stated that the extent of the
Pallikaranai swamp in 1911 was 1300 acres, which has been
reduced to 320 acres at present. The swamp area is highly
polluted and there is a need to preserve the swamp from
further pollution.
The swamp is a flood accommodator and
during the natural calamities such as Tsunami the swamp will
act as a flood moderator. The swamp could act as a water
source and hence there is a immense need to preserve the
swamp. |
In the draft MP II preservation of the
Pallikkaranai swamp area has been proposed.
Further, it has already been declared as a
forest under the Forest Act.

There are a number of u/a layouts coming up
in Chennai Metropolitan Area. At present there is not
coordination between the Revenue Department, Registration
Department and Planning Authorities. |
The suggestion taken not of for detailed
examination and decision will be taken on its merits. |

In the draft MP II Development Regulation a
provision should be made for title verification at the time of
examining the PP cases. |

agriculture use does not find place and requested to have
agriculture as a separate Land Use category |
As the agriculture activity now in CMA is
negligible, it was intentionally excluded in the draft Second
Master Plan. |

He stated that the pedestrian platforms are
encroached by hawkers, Telephone boxes, Transformers etc. Due
to poor availability of pedestrian platforms fatal accidents
occur and hence there is need to keep the pedestrian platforms
free of encroachments. |

Due to repeated relaying of road surface,
the level of road goes up, higher than the building floor
level and because of this the rainwater enters the buildings.
In some cases, the sullage water enters the building premises.
He requested that while relaying the roads the level of the
road should not be higher than the plinth level. |

Fast track courts should be established to
deal with encroachments.

The Monitoring Committee constituted by the
Hon’ble High Court has recommended guidelines for issuance of
completion certificates. The completion certificate will be
given only if the building satisfies the guidelines prescribed
for the same. |

As regards Planning Permissions, the
applicant may be requested to submit the outline sketch of the
buildings and the architects may be made responsible for
internal arrangements of the buildings. |

on how Chennai Metropolitan Area will look like in the plan
period. |

By 2026 more number of Schools are required
. At present most of schools lack good play ground facilities
and hence there is a need to enhance the standards for
provision of facilities in schools. |

At present the debris are dumped in the
road side itself and whether any specific place has been
identified to dump the debris. |
To demolish a building, approval is given
by Chennai Corporation. CC recommend to such applicants about
the site for dumping of debris.

proposal to widen the Kamaraj Salai and if so will there be

elaborately given. |

Like ISO 9001, a grading may be given for
buildings so that even a layman could also easily find out
whether the building constructed is according to rules or not.

In cities like Bangalore, Kolkotta, etc.
big regional parks such Lal Bagh, Victoria Gardens, etc. are
in existence. But Chennai is devoid of such parks and hence a
regional park may be suggested in CMA in draft MP-II |
A recommendation has been made in draft
MP-II for creation of regional parks in the rest of
Metropolitan area. Government has also initiated action to
develop an Eco Park in an area of about 50 acres in the Adyar
Creek area. |

In draft MP-II an area for Medical park may
be earmarked, as done for IT park. |
There is no need to propose an area
exclusively for Medical park since this activity is allowable
in commercial and institutional use zones. |

In view of increasing land cost, the
special buildings may be permitted along 30 feet road. |
A provision has been proposed in the
Development Regulation under draft MP-II to permit special
buildings in a 9 metre road if the site extent exceeds 1100

will get affected? |
He was advised to go over to CMDA office
and collect the information from the concerned official. |
