Proceedings of the Public Consultation held on 28.07.2007
under the Chairmanship of Chief Planner, Area Plans Unit, CMDA
at T.G.P. Kalyanamandapam, West Tambaram.

Senior Planner Thiru. Rajendhran, welcomed the gathering and informed that the Master Plan-II notified for public consultation is only a Draft Plan and after the public consultation and examining the objections / suggestions the Master Plan-II will be finalised.

2. A power point presentation in Tamil explaining the salient features of Draft Master Plan-II was given. After the presentation the discussion was initiated.

3. The following are the suggestion made during the public consultation:

(a)

Powers for issue of Planning Permission may be delegated to local bodies concerned, at least up to G+3 storeyed buildings

Special buildings may be allowed along 9.0m wide roads. Minimum required car parking may be prescribed only for dwellings exceeding 100 sq.m in area.

Schools and Colleges may be zoned as Institutional use zone in the Master Plan.

(a)

In the presentation made, first Master Plan proposals and its achievements should have been explained.

Detailed Development Plans to be prepared for all the areas.

In the past, development activities were concentrated within Chennai city and the sub urban areas were ignored.

Water supply projects to be covered in the municipal areas at least in the near future.

More public Transport buses to be introduced.

UMTA to be planned early.

CMDA has not taken action to construct RoBs at level crossings in the municipality.

Parks in the Municipal areas are not maintained properly and playgrounds have to be developed.

(i)

To discourage school dropouts, facilities in the government and municipal schools to be improved.

(j)

Durga road in Tambaram municipality is not adequate to meet the increased traffic, which may be generated due to the number of flats coming up along the road. Such high dense developments should not be developed in such areas even if it satisfies road width requirement.

Wider road width should be prescribed for subdivision and layouts developments.

(l)

Institutions should be permitted only in sites along roads of width less than 10m.

Open Space Reservation to be handed over to local bodies and not to the resident's association.

 

(n)

Regularisation charges collected by CMDA should be handed over to the local bodies for infrastructure developments. Similarly OSR charges should also be handed over to the local bodies.

 

(o)

Plot coverage should be reduced to 65 % so that plants and trees can be planted in the open space to increase green cover.

Thiru.Santhanam, Chrompet Welfare Association.

(a)

In Chrompet and Pallavaram, ignoring the importance of National Highways number of hotels and kalyanamandapams are coming up abutting the road without leaving parking space. Implementation of Development Regulation should be strengthened.

(b)

Planning Permission issuing procedure to be streamlined so that applicants get planning permissios quickly.

(c)

Space should be earmarked for public meetings.

(d)

Temples and other constructions should not be allowed to come up in the footpaths.

(e)

At least major roads are to be widened to increase its capacity to meet the increased traffic in future.

(f)

The proposed Master Plan II is good. But how are we going to implement it?

(g)

Pollution in water body should be arrested.

(h)

Layouts are named after the layout developers, which should not be allowed. Areas should be named after the leaders, freedom fighters, and great scientists. But not after the persons who developed it as real estaters. CMDA should regulate naming of such layouts.

In Pallavaram, sports stadium may be constructed to encourage sports activities.

Cycles and two-wheelers should have separated ways / lanes clearly segregated.

(a)

CMDA should have more power to curb un authorized constructions and also layouts developments.

(b)

Service connections viz. power supply and water supply should not be given for unauthorised constructions.

Thiru. Ranga Rao, Lakshmi nagar Civic Welfare Association.

(a)

Health facilities should be decentralised so that people around could reach it quickly.

(b)

Education facilities should also be decentralized. A womens' college may be located in the area.

(c)

Holding capacity of the lake may be increased by deepening it.

The suggestion has been taken note of.

(d)

Proper maintenance of the lakes and to prevent encroachment a Lake Authority may be created.

(e)

Source segregation should be made compulsory and composting should be a method of solid waste disposal management.

(f)

To relieve traffic congestion an elevated highway from Kathipara to Manapakkam may be constructed.

Palavanthangal subway to be straightened. Meenambakkam Subway to be completed early.

Number of public Transport service buses should be increased. Common ticketing system for bus and train may be introduced.

Fire service facilities should be improved by increasing number of fire stations.

(a)

Certain datas in the draft Master Plan report may be updated.

(a)

Office of the CMDA may be decentralized so that people can file their applications at the decentralized offices and get the permission quickly.

(b)

Facilities near Vandalur zoo station to be improved, particularly for pedestrian crossings over GST road.

(c)

E-waste management is an important area to be concentrated.

CMDA should take action against un-authorized construction of IT building coming up in the Sriram properties at Perungalathur.

Thiru.T.Govindasamy, Tambaram.
 

Due to IAF restrictions of 900 metres around Tamabaram IAF stations buildings could not be constructed. He suggested that the restriction may be removed.

It is under consideration of the government. Appropriate decision will be taken.

Thiru. R. Jayaraman, Tambaram.

 

Modal transfer facilities at suburban railway stations to be improved.

The suggestion is taken note of.

75 members. of general public visited the counter and got clarifications on the land use. The public consultation had come to a close at 5 p.m.
