Proceedings of the Public Consultation held on 30.06.2007
under the Chairmanship of Chief Planner, Area Development Unit, and CMDA at Vellaiyan Chettiyar School, Thiruvottiyur.

Chief Planner Thiru N.V. Rakhunath welcomed the gathering and explained the need for preparation of Master Plan and its importance in the orderly growth of the city. He also informed that the Master Plan-II notified for public consultation is only a Draft Plan and after the public consultation and examining the objections / suggestions the Master Plan-II will be finalised.

2. A power point presentation in Tamil explaining the salient features of Draft Master Plan-II was given. After the presentation the discussion was initiated.

3. The following are the suggested made during the public consultation:

(1) Thiru. Sambantham Manali Welfare Association

(a)

In Manali there are about 23 major industries. Out of which 16 are chemical industries. Some of them disposed their effluents along the roads and near residential areas. It should be prevented.

(b)

Transport of chemicals through residential areas some times result in chemical spills on to the road causing hazards to residents.

The suggestion is noted.

(c)

Container movements in the already congested Kamarajar Salai aggravate the problems. Container lorries should not be allowed to pass through Kamarajar Salai.

(d)

Pollution in the Manali area should be reduced.

The suggestion is noted.

(2) Thiru. Sampath kumar, Madhavaram.
 

In Ganapathy nagar there are about 200 plots in unauthorised layout. Planning permission for construction is not issued by Local bodies on the grounds that it is under TNHB acquisition

The Association may represent to TNHB and get it excluded if the area has been already developed as residential area.

(3) Thiru. Nachimuthu, Ashok layland layout.
  60' wide road called as Sadayankuppam Pattai has been encroached and TNSCB also obtained layout approval for giving patta to them. This 60' road has not been extended. He has given his suggestion in writing. TNSCB takes up Slum Improvement works only with consent from the land owning department concerned. However suggestion will be examined on its merits.

Considering the area predominately industrial, plots in the approved layout may also be zoned as Industrial use zone.

(5) Thiru. Ramalingam, Manali

(a)

Even though the population of the Manali area has increased the extent of the burial / burning ground remains same. Action to be taken to improve burial / burning grounds.

The suggestion is noted.

(b)

Since the area lies amongst chemical industries adequate potable water supply to be ensured to its residents. Ground water is not suitable for potable purposes.

The suggestion is noted.

(c)

Early action for issue of patta in natham areas of Manali to be taken.

The suggestion is noted.

(d)

MTC buses should be routed through Kannadasan Nagar from Manali to reach Parries as it was done earlier.

(6) Thiru. M.Nithyanandam, Social worker, Thiruvottiyur.

(a)

Handouts on the proposed Master Plan would have helped the general public to know about it.

(b)

Had the enforcement action of CMDA was adequate enough to prevent unauthorized constructions, more than 1000 commercial buildings might not have faced demolition as per the High Court order.

The suggestion is noted.

(c)

Satellite towns proposed to be developed around CMA may be to serve the interest of NRIs and may not be for the local people.

(d)

There is no safety if higher calamities occur in a building at Ranganathan street of T.Nagar. Such buildings should not have been allowed to come up.

(e)

Thiruvottiyur area is a sea erosion prone area. Ennore Express way should be widened as 150' road.

Thiru.Jayaram, Thiruvottiyur Municipality.

(a)

The proposed Master Plan has very good proposals. Wishful thinking is to achieve it by 2026. But all the concerned agencies should be brought under the control of one agency in order to monitor the progress of implementation and all the projects proposed should be implemented within a time frame.

(b)

Powers for issue of planning permission should be delegated to local bodies.

The suggestion is noted.

(c)

Open Space Reservation should be directly taken over by the local body concerned and CMDA should not take it over.

The suggestion is noted.

(d)

A gas-fired crematorium is proposed for the municipality, which will be taken up for implementation shortly.

The suggestion is noted.

Thriu. Mahalingam, Manali

(a)

'Natham area' in Manali area is not found in the land use plan of CMDA.

It is zoned for a higher order use zone as industrial area since it is predominantly industrial in use in and around.

(b)

Transport facilities have to be improved and the Railway gate has to be replaced with RoB early.

He reiterated about the land use classification of natham area in Manali and water supply improvement required for the area

Thiru. Chandran

(a)

The presentation material hard copy could have been given to the attendees of public consultation.

The suggestion is noted.

(b)

For one tree felled, 50 trees have to be planted and it should be strictly enforced.

The suggestion is noted.

(c)

To improve sanitation public toilets facilities to be provided.

The suggestion is noted.

(d)

To facilitate safe walking of pedestrian at least at major pedestrian crossings well lit zebra- crossings to be provided.

Thiru.Murali

(a)

Up to second floor constructions, local body should have powers to issue Planning permission.

The suggestion is noted.

(b)

Special building should also be prermitted in grama natham with NOC from VAOs.

The suggestion is noted.

Thiru. Ramasamy, Thiruvottiyur Mrchants Association

 

In special and hazardous use zone also, there are some unauthorised layouts and plots, which may be suitably classified so that residential building can be constructed.

The suggestion is noted.

(13)

Thiru. Ganam, Rayapuram.

 

Their area adjoining to Special and hazardous use zone has been shown as Primary Residential use zone. Their area lacks infrastructure facilities.

The suggestion is noted.

A number of individuals represented regarding the rezoning from one use to another use for their individual survey numbers. Their individual requests given in writing with ownership evidence will be examined based on merits. 72 members of general public visited the counter and got clarifications on the land use. The public consultation had come to a close at 5 p.m.
